1. Acceptance of Terms

By accessing the phlari website, creating an account, making a deposit, claiming a bonus, or participating in any game offered on the phlari platform, you confirm that you have read, understood, and agree to be bound by these Terms and Conditions in their entirety. These terms apply to all users of phlari, regardless of the device or method used to access the platform.

These Terms and Conditions are supplemented by phlari's Privacy Policy, Responsible Gaming Policy, and any game-specific rules applicable to individual products offered on the platform. In the event of any conflict between these Terms and Conditions and any game-specific rules, these Terms and Conditions shall prevail unless explicitly stated otherwise.

phlari reserves the right to modify, update, or replace these Terms and Conditions at any time and without prior notice, except that material changes will be communicated to registered players via the email address associated with their account. Your continued use of the phlari platform following the posting of updated terms constitutes acceptance of those changes.

2. Eligibility & Registration

To register a phlari account, you must satisfy all of the following eligibility requirements:

• You must be at least 21 years of age, as required by applicable Philippine law and PAGCOR regulations governing online gaming. phlari strictly enforces this requirement and will request proof of age documentation before processing any withdrawal.
• You must be physically located in a jurisdiction where accessing and using online gaming services is lawful under applicable local, national, or international law.
• You must not be a person who has previously been excluded from phlari or had an account closed for breach of these Terms.
• You must not be an employee, contractor, agent, or immediate family member of any employee of phlari or any of its affiliated entities.
• You must provide accurate, complete, and truthful information at the time of registration. phlari reserves the right to verify all information provided and to suspend or close accounts where verification fails or inconsistencies are detected.

Each person is permitted to maintain only one (1) active phlari account. The creation of multiple accounts by a single individual, whether under the same or different personal details, constitutes a material breach of these Terms. phlari will close all duplicate accounts and, at its sole discretion, may void any balances or winnings associated with them.

3. Account Responsibilities

You are solely and entirely responsible for all activity that occurs under your phlari account. This includes all bets placed, deposits made, withdrawals requested, and any communications sent via your account. You must take all reasonable steps to protect the confidentiality of your login credentials.

phlari will never contact you by email, SMS, or live chat to request your account password. If you receive any communication purporting to be from phlari that requests your password, you should treat it as fraudulent and report it to our support team immediately.

You must notify phlari immediately if you suspect that your phlari account has been accessed by an unauthorized third party. phlari will take reasonable steps to secure the account upon receiving such a report, but cannot accept liability for losses incurred as a result of unauthorized access where those losses arose from your failure to maintain adequate security over your login credentials.

phlari accounts are personal and non-transferable. You may not sell, transfer, or assign your account or any credits, bonuses, or winnings within your account to any other person.

4. Deposits & Withdrawals

phlari supports the following payment methods for Philippine players: GCash, PayMaya, Bank Transfer (BPI, BDO, Metrobank), and other methods as updated on the platform from time to time. The minimum deposit amount is ₱100. Minimum and maximum withdrawal limits vary by payment method and are displayed in your phlari account dashboard.

All transactions on phlari are denominated in Philippine Peso (PHP). Deposits are credited to your phlari wallet upon successful confirmation from the payment provider. GCash and PayMaya deposits are typically instant. Bank transfers may take up to one (1) banking day to reflect in your account.

Withdrawal requests are processed within three (3) hours during normal operating hours, subject to completion of KYC verification. phlari reserves the right to request additional documentation before processing large withdrawals or where there is a reasonable basis to suspect unusual account activity.

• phlari does not charge processing fees on standard deposits and withdrawals. However, your payment provider may impose its own transaction fees.
• Withdrawals can only be made to a payment method registered in the same name as your verified phlari account.
• Bonus funds are non-withdrawable. Only real-money balances that have satisfied applicable wagering requirements are eligible for withdrawal.
• phlari reserves the right to request source-of-funds documentation for deposits above certain thresholds in accordance with Anti-Money Laundering (AML) regulations.

5. Bonuses & Promotions

phlari offers various bonuses and promotional incentives to registered players. The specific terms, wagering requirements, validity periods, eligible games, and maximum withdrawal limits applicable to each promotion are published on the relevant promotion page and form part of these Terms.

General bonus rules applicable across all phlari promotions include:

1. Bonus credits must be wagered the specified number of times before any associated winnings become eligible for withdrawal.
2. Where a minimum deposit is required to trigger a bonus, only deposits made via qualifying payment methods during the promotional window will qualify.
3. phlari reserves the right to withdraw any bonus from a player's account if we have reasonable grounds to believe the bonus was claimed in breach of promotion terms or through fraudulent, abusive, or collusive activity.
4. Players may opt out of bonuses at any time by contacting phlari support. Note that opting out after a bonus has been credited may result in the full bonus balance being removed.
5. Bonuses cannot be transferred between accounts, sold, or exchanged for cash except where expressly stated in the promotion terms.

6. Gameplay Rules

All games available on the phlari platform — including slot games, live casino tables, sports betting markets, sabong, and bingo — are subject to their individual game rules in addition to these Terms. Players are responsible for familiarizing themselves with the rules of any game before placing real-money bets.

phlari uses certified Random Number Generator (RNG) technology for all computer-generated games. Live casino games are conducted with real equipment and human dealers under live-stream conditions. The theoretical return-to-player (RTP) percentages for all RNG slot games are published within each game's information panel.

In the event of a disconnection or technical error during a game round, phlari's server logs constitute the authoritative record of the game state. If a round was not completed due to a confirmed technical fault on phlari's side, the bet will be refunded to the player's wallet. Disconnections caused by a player's own internet connection are not grounds for a refund.

phlari reserves the right to void any bet where there is evidence of erroneous odds, incorrect game configurations, software errors, or where a game outcome was influenced by a system malfunction. Affected stakes will be returned to player wallets.

7. Prohibited Conduct

The following activities are strictly prohibited on the phlari platform. Engaging in any prohibited conduct may result in immediate account suspension, permanent closure, forfeiture of balances, and referral to relevant authorities where legally required.

• Registering more than one account on phlari, whether under the same or different personal details.
• Providing false, misleading, or stolen personal information during registration or KYC verification.
• Using the phlari platform for any purpose related to money laundering, fraud, or other illegal financial activity.
• Attempting to reverse-engineer, decompile, modify, or interfere with the phlari platform's software, algorithms, or security infrastructure.
• Using automated software, bots, scripts, or other tools to interact with phlari games, odds feeds, or the platform interface in an unauthorized manner.
• Colluding with other players in live casino games or sports betting to gain an unfair advantage over phlari or other players.
• Exploiting software bugs or errors in games to generate winnings beyond what would result from normal play; any such winnings are subject to forfeiture.
• Allowing minors (individuals under 21 years of age) to access or use your phlari account.
• Using a VPN, proxy, or other method to circumvent geographic or account restrictions imposed by phlari.

8. Responsible Gaming

phlari is committed to promoting responsible gaming among all its players. We believe that gambling should be a form of entertainment, not a financial strategy or a response to personal stress. phlari provides the following responsible gaming tools to all registered players free of charge:

• Deposit Limits: Set daily, weekly, or monthly caps on the amount you can deposit into your phlari account. Limits take effect immediately and can only be increased after a mandatory 24-hour cooling-off period.
• Session Time Reminders: Configure automatic reminders at set intervals to alert you of how long you've been playing in a single session.
• Reality Checks: Periodic notifications during active play sessions reminding you of your cumulative wagering activity and session duration.
• Self-Exclusion: Request a temporary or permanent suspension of your phlari account. Temporary exclusions range from 1 day to 6 months. Permanent exclusion is irreversible. Self-exclusion requests take effect within 24 hours of submission.

9. Intellectual Property

All content on the phlari platform — including but not limited to the phlari name, logo, website design, game interfaces, graphics, text, promotional materials, and software — is the intellectual property of phlari or its licensed content providers and is protected under applicable copyright, trademark, and intellectual property laws.

You are granted a limited, non-exclusive, non-transferable license to access and use the phlari platform for personal, non-commercial gaming purposes only. This license does not permit you to copy, reproduce, distribute, publicly display, modify, or create derivative works of any phlari content without express written authorization from phlari.

Any unauthorized use of phlari's intellectual property may result in account suspension and may expose you to civil or criminal liability under Philippine law and applicable international intellectual property treaties.

10. Limitation of Liability

To the maximum extent permitted by applicable law, phlari and its officers, directors, employees, agents, and content providers shall not be liable for any direct, indirect, incidental, consequential, special, or punitive damages arising out of or related to your use of, or inability to use, the phlari platform.

Without limiting the foregoing, phlari is not liable for:

• Losses arising from technical failures, internet connectivity issues, or service interruptions beyond phlari's reasonable control.
• Losses from gaming activity conducted on your account by unauthorized third parties where those losses are attributable to your failure to protect your login credentials.
• Indirect financial losses resulting from the outcome of any game, bet, or wagering activity on the platform.
• Delays in payment processing caused by third-party payment providers including GCash, PayMaya, BPI, BDO, or Metrobank.

Nothing in these Terms limits phlari's liability for death or personal injury caused by its negligence, fraud, or any other liability that cannot be excluded by law in the Philippines.

11. Privacy & Data Protection

phlari collects, processes, and stores your personal data in accordance with its Privacy Policy, which is incorporated into these Terms by reference and forms part of this agreement. By registering a phlari account, you consent to the collection and use of your personal information as described in the Privacy Policy.

phlari processes personal data in compliance with the Philippine Data Privacy Act of 2012 (Republic Act No. 10173) and its implementing rules and regulations. Your personal data is used for account management, identity verification, fraud prevention, regulatory compliance, and service improvement purposes.

12. Governing Law & Jurisdiction

These Terms and Conditions shall be governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to its conflict of law principles. You agree to submit to the exclusive jurisdiction of the courts of the Philippines for any dispute arising out of or in connection with these Terms or the phlari platform.

phlari operates within the regulatory oversight of the Philippine Amusement and Gaming Corporation (PAGCOR). Any complaint that cannot be resolved through phlari's internal dispute resolution process may be escalated to PAGCOR's regulatory division in accordance with its published complaint procedures.

13. Contact & Dispute Resolution

If you have a complaint or dispute regarding any transaction, game outcome, bonus, or other matter related to your phlari account, you should first contact phlari's customer support team to seek an informal resolution.

phlari commits to acknowledging all formal complaints within 24 hours and providing a substantive response within five (5) business days. If you remain unsatisfied with phlari's response after exhausting the internal complaints process, you may escalate the matter to PAGCOR's dispute resolution mechanism in accordance with applicable regulations.
